Buying Property in Türkiye — Citizenship, Residence Permits and the Küçükçekmece Reality

USD 400,000 for citizenship, a raised value threshold for residence permits, and the part nobody wants to tell you — Küçükçekmece is among the districts closed to new residence applications.

The easy way to sell property to a foreign buyer is to lead with the good news and leave the difficult part until after the signature. We do the opposite, because a buyer who was misdirected on this ends up, three months later, in a position they cannot unwind.

There are three things a foreign buyer in Küçükçekmece needs to know, and the third is the important one.

1. Citizenship: USD 400,000

Applying for Turkish citizenship through a property investment requires USD 400,000 or the Turkish Lira equivalent. In addition:

  • An annotation must be placed on the title deed committing not to sell for three years.
  • The property must have a building on it — an independent unit or a property carrying development rights. Bare land or farmland alone does not qualify.

In Küçükçekmece a USD 400,000 budget buys more than one apartment across most of the district. The amount can be met by a single property or by several combined; settle with your lawyer, before you apply, how the appraisal and certificate-of-conformity steps will run.

2. Residence permits: the value threshold has risen

The property value required for a short-term residence permit based on property ownership was raised in 2026. In major cities — İstanbul, Ankara, İzmir, Antalya — both the deed sale price and the appraisal value must be at least the equivalent of USD 200,000. The previous threshold was USD 75,000.

This threshold moves. Do not plan around it without confirming the figure in force on the day with the Presidency of Migration Management.

3. The important part: Küçükçekmece is on the closed list

Here is the part no property listing carries.

Migration Management operates closures on new (first-time) residence permit applications in districts and neighbourhoods where the foreign share of the local population exceeds 20%. As of 2026, the districts reported as closed in İstanbul include Küçükçekmece, alongside Avcılar, Bağcılar, Bahçelievler, Başakşehir, Esenler, Sultangazi and Zeytinburnu.

In practice that means:

Buying property in Küçükçekmece does not guarantee that you will obtain a residence permit or an address registration.

This does not reduce the value of the property and it does not stop you buying. But if your reason for buying is to obtain a residence permit, Küçükçekmece may not deliver that reason on its own.

Closure lists are updated periodically — a district can be added or removed. Today's position is not tomorrow's guarantee. So we tell clients buying with a residence permit in mind one thing: before you buy, get the current position confirmed in writing by Migration Management or an immigration lawyer.

A citizenship application is a separate route with its own conditions and is not governed by the same closure rules. Do not conflate the two, and be clear which route you are on before you apply.

What makes Küçükçekmece attractive to a foreign buyer

Despite the caveat above, the district is well placed for a buyer looking at it as an investment.

The airport link. The M11 metro's Halkalı extension opened in June 2026, giving a direct rail connection from Halkalı to İstanbul Airport. The full Gayrettepe–Halkalı run takes 57 minutes.

The Marmaray. Halkalı is the line's European terminus, with no-change access to the historic centre and the Asian side.

Price. The district average was ₺59,109/m² in July 2026 — a markedly lower entry point than central İstanbul districts for comparable transport access.

Development. Roughly 2.5 million m² of military land in Halkalı has been opened to housing and commerce, a medium-to-long-term development story.

The buying process: extra steps for foreign nationals

In addition to what a Turkish buyer goes through, you will need:

  • A tax identification number (from the tax office)
  • A Turkish bank account — payment must run through banking channels and be traceable
  • A sworn translator — required at the registry for any party who does not speak Turkish
  • An appraisal report — a valuation report is required for sales to foreigners
  • A military restricted-zone check — carried out by the Land Registry
  • A notarised translation of your passport

Summary

Objective Does Küçükçekmece suit?
Investment / rental yield Yes — a strong price-and-transport combination
Citizenship (USD 400,000) Yes — provided the threshold is met
Residence permit (first application) Needs confirming — the district was reported as closed
Living here Yes — varies by neighbourhood

This table may cost us clients. But the cost of something learned afterwards is far higher than a lost sale — for the buyer, and for us.
